摘　　要： 知识产权质押融资是解决科技型中小企业融资难的一个重要途径。文章总结了国内外知识产权融资实践中运用的六大政策工具,并根据政策工具的配置不同将知识产权质押融资模式分为纯市场化模式、政府引导下的市场化模式、政府主导模式和政府指令模式等四种模式,继而分析了每种模式的特点及适用性,最后指出政府引导下的市场化模式是我国现阶段和未来较长的一段时间内开展知识产权质押融资较好的选择,特别是政府引导下的市场化模式中的"财政支持+政府信用再担保"类型在现阶段具有广泛适用性和推广性。 Intellectual property pledge financing is an important way to solve the financing problems of the high-tech SME. This article summarizes six policy instruments applying in practice of intellectual property pledge financing at home and abroad. And according to different allocation of policy tools, it divides modes of intellectual property pledge financing into four types which are the sole market pattern, the government guided market pattern, the government oriented pattern, and the govern- ment executive pattern. Then it analyzes characteristics and applicability of each mode. In conclusion, it proposes that gov- ernment guided market pattern is a better choice for China to develop intellectual property pledge financing at present and in fu- ture for a long period, especially the category- ＂public financial support ＋ government credit re-guarantee＂ --has wide appli- cability and popularity.
