摘　　要： 本文中心命题是传统官僚制决定了历史上的政府文风问题。本文首先分析了传统政府文风在内容和形式上的表象特征,然后从传统官僚制角度分析这些问题的成因,即专制集权、中央集权、权力制衡和文吏治国对文风的影响,再次,论证了由于政府文书在信息沟通、文官政府、官僚制理性方面的必要性,以及传统官僚制和政府文书关系的紧密性。结论是:由于政府文书的不可替代,传统官僚制下文风问题具有必然性。 The core point of this paper is that the traditional bureaucratic system determines the government text style question in history. Firstly, this paper analyzed the characterization in the external and context about the traditional govern ment text style question. Secondly, in the view of the traditional bureaucratic system, the paper analyzed the reason of this problem-- despotism, centralization, power balance, officials rule. Thirdly, the paper approved the role of the government text in the area of information communication, civil government, bureaucratic governance. The conclusion of this paper is that., because of irreplaceability of government text and the traditional bureaucratic system, govern- ment text style auestion is inevitable.
