摘　　要： 土地对农民具有重要的福利保障功能,这几乎是以往农地制度安排的基调。现实的难题是,一方面伴随着农业劳动力的转移,农民对土地的依赖性显著降低;另一方面土地保障功能的替代机制逐步形成,但并未有效促进农地的流转。因此,农民的土地"退出",并不是一个简单的福利保障功能及其替代问题;"人动地不动"表达了农民对土地财产权利的诉求。农村土地制度变革的内核,应该从保障农民的土地福利功能转向强化农民的土地财产功能。 Land has important social welfare functions to the farmers,which is almost the previous tone of the arrangement of farming land system.The real problem is,on one hand farmers’ dependence on land has decreased significantly accompanied by the transfer of agricultural labor;on the other hand,land replacement mechanism of the security function has gradually formed but the circulation of rural land has not been promoted.Therefore,the ＂exit＂ of the farmer land,is not a simple security function and replacement problem;the word of ＂people moving while land keep fixed＂ has expressed the right appeal of farmers on land property.The core of the rural land system reform should change from the safeguard on farmer’s land welfare function to the farmer’s land property function.
