摘　　要： 政务诚信是社会诚信的基础,是市场经济的基石。尤其是与广大民众生活息息相关的基层政务诚信建设,不仅是加强和创新社会管理的重要环节,也是构建和谐社会的重要内容。加强基层政务诚信,一靠制度规则,二靠公开监督;广州市南沙区在这方面展开了系列工作,有效地推动了和谐社会的构建。 Administration honesty is a foundation of social honesty, which forms the cornerstone of market economy. Honesty construction, especially that of grassroots administrative affairs closely interrelated with people＇ s life, is not only a key sector to improve and create social administration but also an essential part in building up social harmony. The improve- ment of administration honesty at grassroots level relies on system and rules as well as on public supervision. Nansha District of Guangzhou has carried out a lot of effective work in this respect to promote the construction of harmonious society.
