摘 要: 大国协调与集体安全是管理国际冲突与危机的两种重要安全机制。本文结合欧洲协调和国际联盟的历史实践,比较二者的主体、决策程序、规则规范及其安全效果,指出二者各自的核心逻辑,前者强调大国的共识和一致行动,后者强调成员国的道德互助。由于集体安全机制在执行效果方面有所欠缺,协调机制可以弥补它在集体行动、有效干预上的缺陷,而在国际关系日益民主化的今天,集体安全机制则可以弥补协调机制在主体限制、合法性问题上的不足,两种机制功能互补、内在相通。"二战"以后,大国协调与集体安全在实践中趋于融合。 Concert of great powers and collective security constitute two important security regimes to manage international conflicts and crisis. This article is to make comparative analysis of the subjects, decision - making processes, rules and regulations of these two respective regimes, integrated with the historical practice of concert of Europe as well as the League of Nations. The core logic of the former emphasizes on common recognizance and collective actions of great powers, and the latter emphasizes on mutual moral assistance of member states. Collective security is not flawless in executive performance but concert of great powers can make up for its de- fects in collective action and effective intervention. today' s increasingly democratic world, collective security regime can make up for the disadvantages of concert of great powers in the limitation of entities as well as the in- efficiency of legitimacy. Two regimes are intrinsically connected and functionally complementated. Concert of great powers and collective security tend to integrate in practice.
