摘　　要： 推进集体建设用地使用权流转对于实现城乡土地统筹配置和经济社会持续快速发展有着重要意义。然而,由于缺乏统一的制度和政策安排,集体建设用地使用权流转受到较多限制。江苏省宜兴市近20年来一直在探索实施的集体建设用地使用权流转模式在产权界定、流转规范、监管措施和收益分配等多个方面提出了富有成效的政策改革方案。通过对当地开展个案调查与政策剖析,不仅揭示了宜兴市集体建设用地使用权流转的模式与机制,探究了其制度创新的演进过程,也为其他地区的改革与实践提供了经验借鉴。 It is important for the optimal allocation of urban and rural land resources and sustainable economic and social development that promote collective construction land use right transfer.However,the land use right transfer is restricted because of the lack of related land policies.During the nearly 20 years′ innovational research and audacious practice,a series of policy reforms about property rights system,land transfer guidance,supervisory system,and benefit distribution are implemented in Yixing city,Jiangsu Province.Based on the case study of Yixing City,this paper explored the evolution progress and operational mechanism of collective construction land use right transfer of Yixing city.It can provide experiences for the further reform and practice in other regions.
