摘　　要： 强烈的诚信信念是人们作出诚信选择内在的、可靠的基础,但将诚信选择仅置于个人的内在信念之基上又是不可靠的。外在环境影响巨大,社会管理者对失信的态度和惩治效果、制度是否公平正义、谁为人先、是否被胁迫是其四大核心要素,其对人的作用是通过心理刺激这个中介来实现的。诚信或失信选择的过程是从内心信念开始的,在外在环境的作用下,最终在心理刺激中作出选择。失信治理的路径选择与此相反,首先要从心理刺激效应入手,其次是建设与心理刺激效应相应的外在环境,最终将人们导向内心信念,引导其作出诚信的选择。 With faith in creditability being the inner and reliable base for people＇s choice of integrity, it is not reliable to trust people＇s choice of integrity merely to the inner base. Four other variables will affect the choice ： im- pact of external context, governing body＇s attitude towards discredit and punishment effect of discredit, fairness and justice of the system, and the difference between taking the lead and being forced. People＇s choice of credit or dis- credit starts from one＇s inner faith in creditability and is completed in the process of mental stimulation under exter- nal context. The path choice in managing discredit is in the opposite direction： it starts from mental stimulation, and directs people to their inner faith in creditability by developing the external context correspondent with mental stimulation.
