摘　　要： 20世纪90年代中后期以来,作为我国地方政府自下而上探索的一项管理创新,行政服务机构受到社会的广泛关注和认可。在学术界,现有的文献大多是针对行政服务机构建设中存在问题的对策研究,对于行政服务机构的运作过程和机制缺乏深入细致的考察和分析。本文以J市行政服务中心为个案,以行动者系统组织理论为分析框架,通过对一系列特定事件的"深描",力图展现行政服务机构运作的真实故事和内在机制。案例研究发现,在合法性不足、资源匮乏的制度环境下,J市行政服务中心管理层采取了一系列整合的运作策略和方法,却不同程度地遭遇到各职能部门和窗口工作人员的抵制和抗拒,从而产生了"名实分离"的组织现象。这种现象是组织应对外部制度环境以及核心行动者之间策略互动的产物。研究结论可以为行政服务机构的良性发展和该领域进一步的理论建构提供启示。 As an innovation in management by the local governments,the administrative service organs have been widely concerned and accepted by our society since the mid and late 1990s.In the academic circle,the present research mostly focuses on solving the problems in the development of the administrative service organs instead of the detailed in-depth study of the real operating process and mechanism of these organs.Choosing the Administrative Service Center in J City as a case,based on the framework of actor-system organizational theory,the paper tries to display the real story and inner functioning mechanism of the administrative service organs through the in-depth description of a whole train of special events in J city.According to the case study,the center management adopts a series of integrating functioning strategies and methods,only to be resisted and rejected by the functioning departments and window staff,thus giving rise to the phenomenon of name-reality separation,which is resulted from the reaction of the organizations to the outer institutional environment and the strategic interaction of the core actors.The findings attempt to provide inspiration for the better development of the administrative service organs and the further theoretical construction in this field.Article Type: Research paper
