摘　　要： 中央—地方吏制主要有三种范式:"地方分权式"、"中央集权式"和"还权于民式",其各有优点与缺点。若实行法治,要求"中央集权式"取代"地方分权式";如果要推行民主,则要求"还权于民式"取代"中央集权式"。或许最佳的中央—地方吏制是普选基础上的地方分权与中央集权的混合。 There are the three modes of the central-local administration of officials：the mode of decentralization;the mode of centralization;themode of handing state power back to the people.These three modes have their own advantages and disadvantages.While if the rule of law is highlighted,it is inevitable that the mode of centralization take the place of the mode of decentralization;if democracy is strengthened,it is inevitable that the mode of centralization is replaced by the mode of handing state power back to the people.Perhaps the best mode of the central-local administration of officials should be a mixture of decent ralization and centralization on the basis of universal suffrage.
