摘　　要： 文章以"非公经济36条"和"新36条"及其配套政策为制度背景,界定了制度传导的概念,并分析了制度传导的配套效应、及时效应和目标效应,从而构成制度传导的累积效应,其中制度传导作用的向度、强度、速度、效度和协调度是判别制度传导效率的重要指标。针对制度传导瓶颈,借鉴以"非公经济36条"为核心的制度传导经验,以开放、协同、高效、循环的思维构建制度传导系统,从制度协调机制、政策再制定机制、组织执行机制、认知反应机制和监控反馈机制五个方面提出制度传导优化的策略建议,以期提高以"新36条"为核心的民间投资制度传导效率。 With the institution background of ＂The Non - Public Economy 36＂, ＂The New 36＂ and its the article defines the concept of the institutions transmission and analyses supporting effect, timely related po effect and licies, target effect, which constitute the cumulative effect of institutions transmission, in which the direction, strength, speed, validi- ty and coordination of the institution transmission are the important criterion for the identification of transmission efficien- cy. Learning from ＂The Non - Public Economy 36＂ as the institutions transmission experience, with openness, coordina- tion, high efficiency, recycling as the principle of the institution transmission optimization, the optimization strategy sug- gestions presented in this paper are directed to the institution coordination mechanism, the policy re - enactment mecha- nism, the organization execution mechanism, the cognitive reaction mechanism and the monitoring feedback mechanism in the process of institutions transmission to improve the transmission efficiency of ＂The New 36＂ in private investment.
