摘　　要： 北洋政府时期我国华工事务局的建立,实现了中央侨务管理从外交、内务、农商三部共管到侨工事务局单独管理的转变,这种转变在华工调查、保护以及遣返等诸多方面发挥了不可忽视的作用,也是我国侨务管理工作走向正规化、现代化的重要标志。 In the period of Peking Government,the overseas Chinese Administrative authority changed from Co-management by Foreign Office,Ministry of the Interior and the Ministry of Agriculture and Commerce to management by the Bureau for Overseas Workers.This change plays an important role in surveying,protecting and repatriating the Chinese Laborers during World War I,and also is an important sign of Overseas Chinese affairs turning to normalization and modernization.
