摘　　要： 越来越多的地方政府将发展公共技术服务作为推动中小企业产业升级的突破口。但是,如何有效率地提供技术服务,如何解释集群中存在多样化的供给方式,现有的研究没有给出解释。文章以公共物品理论为基础,结合集群中的技术服务特征提出,非排他性、质量可测性和资产专用性三个维度是影响技术服务供给效率的关键性因素,根据这三种产品性质的差异,应分别适于采用不同的供给方式。由于产业升级需要多种类型的技术服务,有效率的技术服务供给方式必然应该是多样化的。 More and more local governments consider developing public technical services as the breakthrough in pro moting the industrial upgrading of SMEs.But how to efficiently provide technical services and how to explain the co-existence of diverse supply modes in clusters are still questions that cannot find answers in the existing researches.Based on the theory of public goods and the characteristics of technical services in clusters,it is proposed that non-exclusiveness,quality testability and asset specificity are the key factors affecting the effi ciency of technical service supply.Depending on them,different supply modes are required.
