摘　　要： 中国政府解决和南海诸国的争端仍然需要"智取"——综合运用经济、外交、军事等手段,最大限度使用非军事手段立足于长期逐步解决问题。 The Chinese government need to resolve the dispute with serveral South China Sea countries still need to 'outsmart' to-comprehensive use of economic,diplomatic and military means and maximize the use of non-military means to gradually solve the problem in the long-term.
