摘　　要： 实证检验了1995～2009年我国28个省区的人力资本、制度因素对知识溢出和全要素生产率的影响。研究表明,人力资本、省际溢出、国际贸易溢出、FDI溢出和ODI溢出都是影响地区TFP及其分解变量的重要因素。人力资本对地区TFP及相关变量具有直接和间接的双重作用,人力资本对技术溢出具有"同化器"作用,这些作用在不同制度环境下将呈现出显著不同的效果。 This paper tests the effects of human capital and system on technology spillovers and TFP based on province-level panel data of China from 1995 to 2009. It shows that human capital, technology spillovers of neighborhood areas, international trade, FDI and ODI are the important factors of the growth of TFP. Human capital directly and indirectly influences regional TFP and related variables. Human capital is the ＂assimilation＂ of technology spillover, which will appear in significantly different results in the different environmental system.
