摘　　要： 在新医改背景下,基层医院建设面临重要的历史机遇。相关研究表明,适宜的建筑策划实务能有效保障项目的合理设计和顺利建设实施,该项工作在业界尚处探索实践阶段,面向基层医院建设策划操作方法的研究尚未系统展开。本文尝试引入复杂系统科学理论,提出一种以价值优化为导向的基层医院建设整体策划操作方法,详细的阐述了该方法的操作内容、过程和关键技术,并结合番禺区中医院改扩建工程案例予以说明。 In the new context of the Medical Reform, primary hospital＇ s constructions encounter important historical opportunity. Research indicates that appropriate works of construction planning can effectively make the building＇ s design more reasonable and the construction more smoothly. Such works are still at the initial stage of exploration currently, and the study on the operation methods about overall planning of the primary hospitals construction has not yet commenced. This paper attempts to induct the theory of Complex Systems Science, proposes a kind of operation method about the overall planning of the primary hospital construction, which has a value-oriented optimization. The paper describes the operation＇ s contents, process and key technologies in detail with the PanyuQuZhongYiYuan＇ s Expansion Project.
