摘　　要： 近年来,建设低碳城市已成为世界各国应对气候环境变化的一种共识。"十二五"计划纲要中,国家将继续重点推进节能减排,大力发展低碳经济和绿色经济。结合以资源型重工业为主老工业基地洛阳市的发展情况,从提高认识、科学规划,调整结构、优化产业,以科技主导,形成产业链,加强旅游,形成绿色产业带等方面阐述了建设低碳城市的基本途径,为洛阳市开展低碳城市建设、实现绿色崛起提出相应对策与建议。 Recently, constructing low-carbon cities has become a popular public recognition in the progress of treating environment and climate change around the world. The chinese government will continue to focus on promoting the practice on energy saving and emission reduction, and developing the low-carbon economy and green economy in ＂the Twelfth Five-Year Plan ＂. Combined with the de- velopment status of Luoyang which is an old industrial base and mainly depends on the resource-based heavy industries to develop economy, from the sides of enhancing understanding, implementing scien- tific planning, readjusting structure, optimizing industries, forming the industrial chain with the lead of technology and building the green industrial belts by enhancing tourism, the basic approaches to construct low-carbon city were explained. Some relevant countermeasures and advices were put for- ward for the development of the green industry and low-carbon city in Luoyang.
