摘　　要： 学术期刊作者"一稿多投"行为,对相关法规、学术规范、学术期刊、作者本身均有害无利。"一稿多投"深层致因是我国学术制度的供给不足。抵御和防范"一稿多投"现象可以从几个方面入手:借鉴西方防御学术不端行为的有效经验,提高我国内在、外在学术制度的供给水平;有关职能部门要转变思想,矫正一些不合理的硬性要求,减少作者的压力;学术期刊要理解作者的心理,采取相应措施,缩短稿件时滞;作者要强化学术精神气质的培养,尊重著作权,尊重学术期刊,更要尊重自己。 The behavior of author＇s multiple submissions to academic periodicals is detrimental to the relevant laws and regulations,academic standards,academic journals,and the authors themselves.The deep causation of the multiple submissions is the insufficient supply of the academic system in our country.People should learn the effective experience of resistance to academic misconduct from Western countries and increase supply level in the inner and external academic system.People in the relevant functional department should change their minds and correct some unreasonable rigid requirements in order to reduce the pressure on the authors.The author＇s psychology was understudied by the academic journals and the latter should take measures to shorten the manuscripts vetting delay.The authors should strengthen the academic ethos of the culture and respect for copyrights,as well as respect for academic journals,and they should also respect themselves.
