摘　　要： 效用和民主的张力与调试贯穿于百年公共行政理论的持续争论之中,争论的核心问题是行政问责制。本文研究了公共行政思想史中行政责任的不同面向以及行政问责制度发展的趋势。研究发现,行政问责既需要来自政府内部的规范控制也需要行政外部民众的监督,并在二者之间保持一个适度的平衡,行政机关对上级政府和人民负不同类型的责任,行政责任正在从对上级政府负责转变到对人民负责,从强调效用最大化的职业责任朝着强调响应民众要求的政治责任的方向转变。 The tension and adjustment of efficiency and democracy has run through continued controversy of public administration theories for 100 years,the core of which is administrative accountability system.This paper studied different aspects and trends of administrative accountability system in the history of public administration theories.The researches show that administrative accountability system not only needs both government internal control and external public supervision,but also needs to maintain a proper balance between them.Executive branches are responsible for higher-level government and citizens with different types of responsibilities.Administrative responsibilities are transforming from higher-level government to citizens,and changing from professional responsibilities to political responsibilities.
