摘　　要： 确定目标信息是信息系统需求定义的重要组成部分。借助一般行政管理理论和一般制造业生产原理,可将目标信息分为最终产品、中间品和原材料三类;目标信息的实施成本可分为管理成本、转换成本和技术成本三类。在多年实践经验的基础上,研究提出目标信息逐步扩展、深化的基本途径:从单项业务向多项业务扩展;从最终产品的数字化入手,逐步向中间品和原材料延伸;最终产品的数字化从相对简单的属性、文档类"零部件"入手,逐步向图形类"零部件"延伸;中间品的数字化从办案过程的节点信息开始,逐步向内容信息推进;原材料的数字化从必备原材料开始,积极创造条件推进起点原材料数字化。该途径可将目标信息的实施成本适当分散、化解,从而降低信息系统建设、运行中的失误和风险。 Target information is an important part of informational system. By administration theories and manufacturing principles, it can be divided into final product, unfinished product, and raw material. Its implementation costs include management, transfer, and technical costs. The paper puts forward target information extension methods： from single to multiple businesses; from final product to unfinished product and raw materials; final product digitalization transferring from simple attribute to graphic attribute of; unfinished product digitalization transferring from node to content info; raw material digitalization transferring from essential to overall materials. The method will dissemble target information implementation costs and lower informational system operation risks.
