摘 要: 我国区域物流一体化实际进展缓慢,关键原因在于缺少复杂系统的管理与控制机制,现有研究多从技术系统视角进行自上而下的系统化研究,而忽视了系统复杂性.文章分析区域物流的社会经济系统属性,结合复杂系统研究中的"人工系统+计算实验+平行执行"(ACP)理论,提出以"平行治理"为核心机制的复杂性研究理论框架;分析演化模型的建立、人工系统的多主体建模以及计算实验的过程,提出平行治理的控制机制和跨区域治理等理论框架;最后,给出具有政策模拟功能的平行治理实验平台系统结构. Because the progress of integration of regional logistics is slow,the key reason is the lack of complex systems management and control mechanisms,and existing researches ignore system complexity to top-down systematic study based on technology systems.In this article the ACP theory is used to combine the socio-economic properties of regional logistics,proposed a "parallel treatment" as the core mechanism of the complexity of the theoretical framework.It analyzes how to build evolutionary model,establishes artificial systems based on multi-agent system modeling.It also analyzes the process of computing experiment,proposes parallel governance control mechanisms and cross-regional governance and other key issues.Finally,it gives the system structure of the parallel governance experiment platform which has policy simulation feature.
