摘　　要： 从实施范围和政府作用的角度对产业政策的这两种实施机制及效果进行分析,认为两种机制下政府都发挥了一定的作用,但在自由市场型产业政策实施机制下政府主要对市场秩序进行干预,起到规范性作用;而在政府适度引导型产业政策实施机制下,政府需要对特定目标产业进行干预,起到引导型作用。但无论是哪种机制下,政府对市场秩序或特定产业进行干预时,都必须保持短期适度干预的原则,只有既发挥市场机制的作用,又发挥政府适度引导的作用,才可以促进产业长期稳定发展。 Industrial policy has formed two types of implementation mechanisms. It has been a long-disputed question in economics which type of implementation mechanism is better. This paper makes an analysis to the effects of two types of implementation mechanism from the angle of government role. This paper find government play a role in both two types of implementation mechanism, but the government plays a role of standardablity in free market-oriented implementation mechanism and role of guidance in government moderate guide-oriented implementation mechanism. It＇s worth noting that the government must keep the principle of short appropriate intervention, which can make full use of both the market mechanism and government guidance to promote the long-term stable industrial development.
