摘　　要： 承接产业转移受多种因素影响,不仅包括经济因素,还包括社会、政治等非经济因素。本文从经济因素和社会因素出发,选取产业承接地市场规模及潜力、基础设施条件、产业配套能力、人力资本情况、经济发展水平等多种因素,利用结构方程模型分析这些因素对欠发达地区吸引外商直接投资及对实际利用省外资金的影响。研究发现,对赣州市这样的欠发达地区而言,承接产业转移影响最大的因素是经济发展水平,其次是人力资源状况中普通高等教育状况,再次是市场规模及潜力,影响最小的因素是产业配套能力。说明经济发展水平对欠发达地区承接产业转移发挥了首要的作用,普通高等教育、本地的市场规模及潜力也发挥了重要作用,但产业配套能力仍是一块短板,作用较小。同时,相对于劳动就业人数总量而言,劳动力的素质对承接产业转移的促进作用更大。 Industries transferring and relocating are affected by many factors, which includes not only economic factors but also social, political and other non-economic factors. In this paper, the economy and social factors of the Indus- try to undertaker, are considered, such as the market size and its potential, infra- structure facilities, industrial supporting capacity, human resources situation, level of economic development, etc. And the Structural Equation Model is used to ana- lyze the effects of these factors on the less developed regions to attract foreign direct investments and the outside the province capitals. It is found that for the less developed regions as Ganzhou to undertake the transferring industries, the biggest factor is level of economic development, secondly, human resource situa- tion of general higher education, thirdly, the market size and its potential, and the factors affecting minimum is industrial supporting capacity.
