摘　　要： 在政策终结过程中,通常会遭遇来自各个方面不同程度或层次的抵制与阻碍,可能在不同的政策领域,政策行动者的意识形态、政策运行轨迹等因素有所不同。因此,在政策终结启动过程中,政策行动者需要采取迅速的回应策略,以推动政策终结的顺利开启。由此,可以藉由组织结构、法律修订、政府预算、人事安排以及媒体报道等策略,来启动政策终结的程序。 In the process of policy termination,it often suffers from resistance or obstruction in different degrees or levels of the various aspects,and may vary in different policy areas,ideology of policy actors,policy trajectory and other factors.Therefore,in the startup process of public policy termination,policy actors need to take rapid response strategies,promote smoothly startup procedure of public policy termination.Thus,the terminator could adopt the organizational structure,legislative amendments,the government budget,personnel arrangements and media coverage,and so on,to startup the process of policy termination.
