摘　　要： "十一五"期间,我国流域生态补偿实践探索加快。据统计,有15个省份开展了类型多样的流域生态补偿实践探索。补偿标准设计是流域生态补偿政策制定的核心。将我国流域生态补偿标准实践归结为三种模式:基于流域跨界监测断面水质目标考核的生态补偿标准模式,基于流域跨界监测断面超标污染物通量计量的生态补偿标准模式;基于提供生态环境服务效益的投入成本测算的生态补偿标准模式,并细致分析了三种不同模式的特征。在此基础上,对我国流域生态补偿标准实践总体状况进行了系统解析和评估,并提出了为将来推进我国流域生态补偿标准实践开展深入探索的政策建议。 Exploration of the watershed eco-compensation in China accelerated during the 11^th-five planning period, 15 provincial level regions carried out watershed eco-compensation practice with various manifestations according to the statistic datum. Compensation standard design is the core of watershed eco-compensation practice, practices of the watershed eco-compensation in China are summarized into three categories in this paper, which are eco-compcnsation standard based on the monitored water quality objects of the cross-section of the watershed, eco-compensation standard based on the pollutants flux of the exceeded water quality objects, co-compensation standard based on the input costs to provide eco-environmental benefits, and characteristics of the three eco-compensation standard patterns were also analyzed detailedly in the paper. With the above work, a systematic assessment of the watershed eco-compensation standard practices in China is carried out, and policy proposals to promote an in-depth exploration of the watershed ecocompensation standard practices are made.
