摘 要: 限价房政策本属地方政府抑制日益高涨的房价的一项举措,却导致了限价房社区居民的非自愿性隔离:一是限价房社区居民没有预料到会出现这种非自愿的"被隔离";二是地方政府的政策制定过程存在缺陷。选取了全国首个限价房社区,即广州市P限价房社区为个案,从房屋质量问题引发的业主维权、开发商抵赖、地方政府推卸责任的视角解释了政策性隔离社区的产生过程。限价房是介于计划经济和市场经济之间的特殊性产物,导致了社区的非自愿性隔离,既非地方政府所愿,又非社区居民所愿。相应的治理之道在于制定合理的住房公共政策,提供相匹配的公共服务,从根本上消解被隔离感。 The limited housing community was a policy through which government can control the growing prices of the houses,but it leads to involuntary isolated community.Firstly,owners did not expect such involuntary "isolated" situation;Secondly,there have been some problems in making the policy.This paper,based on the above problems,selected the first community of limited housing prices,and discussed the owners' rights caused by quality problems,the developers' denial of their responsibility and the local governments ignoring their responsibility.This paper believed the limited price housing community is between the planned economy and the market economy,and the appropriate management lies in the development of rational public housing policy and in providing better public services to eliminate residents' sense of isolation.
