摘　　要： 总结汉魏洛阳城市防洪的历史经验及措施,选址,筑三重城垣,建千金堨、千金渠水利工程,建设多功能的城市水系。文章认为,汉魏洛阳城的城市水系是中国城市建设史上的杰作。 This paper sums up the historical experiences and measures upon urban flood control of Luoyang City in Han to North Wei Dynasties as following： city site selection; construction of three tings of city-walls; construction of Qianjin Jie and Qianjin Weir water conservancy project; founding a urban canal system of multifunction. The urban canal system of the city is of the master-piece one in China＇ s urban Construction History.
