摘　　要： 近年福建省建筑业保持较快发展,呈现出建筑产值快速增长、企业规模不断扩大、施工规模大幅扩大、对外承揽市场进一步拓宽等良好态势。同时福建建筑业面临建筑产品质量较低、劳动生产率水平不高、企业经营成本高等瓶颈;而台湾建筑业在自然灾害频繁、资源短缺、劳动力不足的制约条件下历经数十年的发展,施工技术与管理水平相对成熟;在海西构建的平台上,合作、交流和促进将成为两岸建筑业共赢的途径。为了寻求两地企业合作的切入点,本文基于德尔菲专家调查法,设计了财务、顾客、经营管理、学习成长等四个一级指标、以及各一级指标相应的共计22个指标,根据对业界人士的问卷调查结果,运用层次分析法,筛选出两地企业在合作中各自对对方的需求,明确合作的目的性,以便提高合作效率。从而为两地建筑市场合作提出实质性的策略与建议。 In recent years, the construction industry of Fujian province maintains rapid development, the construction production value and enterprises grows quickly, the construction scale expanded significantly, and external markets were further widened. Meanwhile, Fujian is facing the problems of relatively low building product quality of construction industry, and labor productivity level is not high enough, which leads to the higher operating costs of enterprises; On the contrary, after several years of development with frequent natural disasters, resource shortage, labor shortages restrict conditions development, the construction technology and management level of the building industry in Taiwan is relatively mature. On the platform of Western Straits Economic Zone Policy, cooperationt, communication and promotion will be the win-- win way of construction industry. In order to find a starting point of cooperation between enterprises, based on the Delphi method, design of the financial, customer, management, learning and growth indexes of first classes, and corresponding 22 indexes of first classes, according to the industry survey results, using the analytic hierarchy process, the needs of both companies when cooperation are selected , so as to make the intention of collaboration clear, and improve the efficiency of cooperation. Thus structionmarket are presented. substantial strategies and suggestions of cooperation of two constructionmarket are presented.
