摘　　要： 开放教育是实现高等教育大众化的一个重要手段,开放教育制度是实施开放教育的前提和基础,也是整个开放大学教学教务管理工作正常运作的重要一环。在开放大学开放教育制度建设中,开放教育的内涵及特征、"开放"的标准、集中性与灵活性相结合人才培养模式的体现以及以开放教育信息化平台为载体实现制度的具体实施等关键问题值得探讨。 Open education is an important approach to mass higher education, in which open education system is its precondition and foundation, and a key link of teaching and educational management in an open university. The article makes a theoretical research in terms of its content, character, standard of ＂openness＂, training mode with concentration and flexibility, and the system operation based on the platform of open education information.
