摘 要: 政府强制性实行征地最高限价的价格管制,造成征地价格与农地市场价格的巨大落差,致使大量农地租值被置入"公共域池"和造成相关利益主体对土地租值的竞相摄取,进而引起农地租值被瓜分和纯粹消散。通过分析可知,现实中农地租值不会消散为零,这是因为给定农地租值的存在及其消散趋势,相关经济利益主体皆会努力在限制条件下使农地租值的消散最小化,而农地租值消散的程度取决于寻租者预期寻租的边际成本和农地的边际租值。 The government implements the compulsory land price controls,causing a huge gap between the land price and the farmland market price,which causes a large number of agricultural rent value is placed into the "public domain pool" and related economic benefits compete for rent value,and then causes agricultural rent value is partitioned and purely dissipates.Though the analysis we know that in reality the agricultural rent value will not dissipate to zero,that because the existence and dissipation trend of agricultural rent value is given,related economic benefits will all try to make the dissipation of agricultural rent value to a minimum under the constraints.And the dissipation degree of the agricultural rent value depends on the expection of rent-seekers about the marginal cost of rent-seeking and the marginal rent value of farmland.
