摘　　要： 在分析空间权与国外城市建设用地立体化分层利用进展,以及跨越规划城市道路连廊建设法理的基础上,尝试构建北京市跨越规划城市道路连廊建设的规划管制体系。 Based on the analysis of the air rights,the development of foreign urban land for stereoscopically layered use of construction,and the legal principle for constructing skywalk（or tunnel） crossing over（or under） planning urban roads,the author attempts to work out control system for relevant planning in Beijing.
