摘　　要： 欧盟能源法是欧盟和成员国的国际能源法以及成员国国内能源法的一部分。欧盟第三次能源改革方案形成了一系列新的电力和天然气立法,主要内容包括修正、补充现有的条例和指令,建立专门机构来加强欧盟各成员国能源管理机构的合作,进一步改革内部电力和天然气市场,排除目前存在的反竞争行为,为成员国公民提供更公平的价格、更清洁的能源和更安全的供给等,欧盟第三次能源改革方案反映了欧盟能源战略、法律、政策的发展趋势,对中国具有重要的借鉴意义。 EU energy law is part of the international energy law of EU and its member states.It's also the domestic energy law of EU Member States.The third EU energy legislative package has formed a series of new electricity and gas legislation,including revision and amendments to the existing regulations and directives,the establishment of specialized institutions to strengthen cooperation among the energy regulators in EU Member States,further reform of the internal electricity and natural gas market,elimination of the existing anti-competitive conduct,provision more fair price,cleaner and safer energy supply to the citizens of EU member States,etc.,reflecting the trends in EU energy strategy,law and policy development.It also has far-reaching implications for China.
