摘　　要： 基于教育经济学理论,构建国家教育考试制度改革与创新的公平和效率原则,即公平性原则、供需均衡原则、效率性原则等;阐述国家教育考试制度组织形式、职能定位、功能作用;分析国家考试制度多元化需求改革与创新,包括选择性教育考试制度、职业资格考试制度、国家教育考试供给制度等;最后,提出推进国家教育考试制度改革与创新的对策建议,即创立公平与效率兼顾的教育考试制度,完善国家教育考试制度的法律机制,健全国家教育考试服务组织保障机制,构建国家终身教育考试制度体系等。 The principles of equity and efficiency of reform system is formed based on the theory of educational economic and demand principle, and the principle of efficiency.Then, system, the function of position and function effect and innovation on national education examination S, th which is the principle of fairness, balance supply e organization of national education examination is discussed; after then, the diversity needs to reform and innovation of the national examination system is analysis, which including alternative education examination system, vocational qualification examination system and the National Education Examination supply system. Finally, countermeasures and suggestions are proposed to promote the reform and innovation on national education examination system-creating education examination system fairness and efficiency, improving the legal system of the national education examination, perfecting the security mechanism National Educational Testing Service Organization, and building a national lifelong education examination system and so on.
