摘　　要： 法治建设的中国道路,在我国地方土地权力配置体制创新的实践中得到重要体现。中央与地方之间在土地开发利用过程中建立了权力分工体制。为推动经济发展的需要,破解生态用地保护的难题,解决土地增值收益分配问题,广东、浙江和厦门等地方政府创造性地运用土地发展权制度的思想,对现行土地权力配置体制进行了重大创新。我国地方政府土地权力配置体制创新的实践,对我国未来中央与地方之间土地开发利用过程中的土地权力分工体制改革具有重大的现实价值。 The rout for constructing rules in China may get important representation in practice of the innovation in our system of dispositing the local power of land.The central and local governments have established the system of power division in the course of land development.As to promote the economic development,solve the problems in protecting ecological land and solve the problems of taxing for land value increment in income apportionment,Guangdong,Zhejiang,Xiamen and other areas,have made great institutional innovations for dispositing the power of land in current system by applying the idea of land development rights institution.The way of the innovation in the system of dispositing our local land power has summed up some practical experience,which has an important practice value in the future,for the central and local government have been establishing the system of powers division in the course of land development.
