从投入产出析文化产业对经济增长的影响——以广东为例

摘  要: 在广东省2007年135个部门的价值型投入产出表的基础上编制了广东省文化产业-社会经济投入产出表,从投入产出结构以及运用影响力系数和感应度系数分析文化产业对各产业经济增长的影响。研究结果表明:广东文化产业影响力系数高,但感应度系数低;文化产业对广东经济发展起着重要的作用,但尚未成为广东经济发展的关键部门。文章进一步分析了广东文化产业发展中存在的主要问题:文化产业内部结构布局不合理,文化服务业发展相对滞后;文化产业的发展高度依赖于文化产品的出口;广东文化产业经营单位规模偏小,总体缺乏竞争力。由此提出相应的政策建议:优化广东三次产业结构,重点发展文化服务业;提高广东居民收入,积极引导居民对文化产品的消费;提高广东文化产业经营单位的竞争实力,向规模化和集团化方向发展。 Cultural industry is closely related to socioeconomic development, creating huge economic benefits, but also constrained by the level of economic development. This paper compiles cultural industry-socioeconomics in- put-output tables on basis of the input-output tables of 135 product sectors of Guangdong Province in 2007. The paper analyses the influence of the cultural industry on the growth of the industrial economics from the perspective of the input-output structure and using index of the power of dispersion and index of the sensitivity of dispersion. The results show that Guangdong cultural industry's index of the power of dispersion is high, but the index of the sensitivity of dispersion is low. Although the cultural industry plays an important role in Guangdong's economic develop ment, it has not yet become a key sector in Guangdong's economic development. Furthermore, the paper studies the main existing problems in the cultural industry development of Guangdong, including the unreasonable layout of the internal structure of the cultural industry, the relative backwardness of the cultural services, the serious dependence of the development of cultural industry on export of cultural products, the small scale of the cultural industry busi- ness units in Guangdong, and the overall lack of competitiveness. In addition, the this paper puts forward the corre- sponding policy recommendations, including optimizing the tertiary industries, putting importance to the develop- ment of the cultural services, increasing the Guangdong people's disposable income, positively guiding the individual consumption of cultural products, enhancing the competitiveness of the Guangdong cultural industrial business u- nits, so as to cultivate their scale and syndication.
