摘　　要： 中西部地区的资金缺口和效率缺口是遏制该地区化资源优势为经济优势的咽喉，因此利用外资积极发展中西部地区不仅与当地的需求吻合，而且顺应目前国家“战略西移”的政策。根据“发展极”理论，中西部地区应立足资源优势，制定合理发展政策，优化引资结构，改善引资环境，借鉴东部沿海地区的引资经验并可与其合作，以实现当地经济的腾飞。 Capital gap and efficiency gap are key problems in the middle and west region of China, preventing the resource advantage there from being transformed into economic advantage. Complying with the current “westward pushing' policy, introducing foreign capital exactly meets the needs of development of this region. Based on the theory of 'Development Pole', we should formulate suitable industry policy, improve the structure of foreign capital as well as the investing circumstances while drawing on the successful experience of the east region of China, to bring about an economic take-off in the middle and west region.
