摘　　要： 陕西黄土高原部分地区素有“陕西粮仓”之称，探索其发展规律，分析其障碍因素，寻求其发展潜力，采取“一靠政策，二靠科技，三靠投入”的战略措施，对同类地区的粮食发展具有重要意义。 Part of the Loess Plateau areas in Shanxi Province has long been known as the granary of Shanxi Province.It is of great significance for the growth of grain in similar areas to exploit the law of development,analyse its development potentials and take the strategic measures of “first reliance on policy,second on science and technology and third on investment”.
