摘　　要： 文章通过全面审视中国渐进性制度变迁过程,分析了导致土地财政产生的制度变迁激励和政府行为选择,并以广东省的实际数据佐证了理论分析的结论。研究结果表明,地方政府间的竞争格局、预算内财政压力的制度环境的综合作用,是促使地方政府迈向土地财政的背后推力。因此,土地财政的最大风险是危及中国城市化进程的可持续发展。基于此,文章最后提出治理土地财政的政策建议。 This paper analyses the institutional change and the government behavior choice which eventually causes the land financial problem, through the scan of gradual institutional change in China. The results of theoretical analysis have beenempirically proven by the data of Guangdong province. The results show that it is the comprehensive role of competition among the local governments, financial pressure on the budget, which leads the local government to land finance model. Therefore, the greatestrisk of the land finance is to threaten the sustainable development of the urbanization process in China. Suggestions have been made at the end of this paper.
