摘　　要： 针对网络环境下行政机关面临的诸多挑战,提出行政机关应对网络环境挑战、加强和创新网络社会管理的四点对策:一是加强人才培养与选拔力度,努力提高工作人员的网络应用能力;二是强化网络设施建设与管理,努力构建服务型的电子政府;三是加强网络舆情引导与规范,努力提高政府的网络形象;四是完善网络法律法规,努力提高网络管理科学化水平。 Aiming at the challenges faced by the administration under the network environment,the paper put forward four countermeasures that the administration dealt with the challenges by the network environment,strengthened and innovated social management of network.The first is to strengthen the training and selecting of the person and increase the ability of the staff＇s network application.The second is to strengthen the construction and management of the network facilities and try to construct the service type E-government.The third is to strengthen the guidance and regulation of the network public opinion and try to enhance government＇s network image.The forth is to perfect network laws and regulations and try to raise the level of scientific network management.
