摘　　要： 针对同行评议审稿机制在审稿质量和审稿周期等方面存在的问题,分析其原因,并针对其局限性提出制订科学、规范的同行评议的审稿规则、加强审稿专家培训、利用网络改进同行评议形式等措施。 According to the current disputes,this article analyzes the problems in peer review and conducts a discussion on the causes of these problems as well as measures to improve the quality of peer review,such as formulating scientific and normative peer review rules,strengthening reviewer training and improving peer review form via internet.
