摘　　要： 在泛争议的现代社会,争议性公共议题的传播范式由"去公共性"突出极化的对立冲突范式向动员公众参与的解释协商范式的转换,实质是强调传播由冲突转为建构。公共争议的传播,需要大众媒介应以公共利益最大化为原则,透过协商与对话,释放公共争议内在利益与价值取向的多面向,寻求"最广泛的社会合意",增加公共争议透过社会利益博弈机制得到调试与解决的可能性。 The communication paradigm of the controversial public issues shifts from highlighting the conflict to mobilizing the public participation. In essence it shifts its emphasis from conflict to construction in the way of communication. The dialogue and consultation paradigm needs the mass media to maximize the public interests as a matter of principle, to release the intrinsic interest of public controversial issue and multi-faceted value orientation, to seek the broad social consensus and increase the possibility of adaptation and final solution to the public controversial issue through the gaming mechanism of social interests.
