摘　　要： 深化城市管理体制改革为建立城市规划管理科学体系提供了契机．实行规划的编制、评议、决策、执行四个职能部门的分离、制约、监督及公众参与的网络结构无疑是一次深刻的变革． The reformation of urban management system in China is providing an opportunity for establishing a scientific system of urban management system, during which the separation can be carried on for the 4 functional parts that are planning making, evaluation, policy making and implementation, and during which the network can be set up for restriction, superintendent and public participation in the whole process.
