摘　　要： 通过对我国 《城市规划法》的法律地位和中外规划法内容组成对比及 《城市规划法》 编写体例的分析， 针对 《城市规划法》 的内容组成提出修改建议， 提出 《城市规划法》更名为 《城乡规划法》， 增加有关“公众参与” 内容， 注重行政活动的程序立法， 增加有关行政主体的法律责任等建议。 The Urban Planning Act is suggested to be amended as the Urban and Rural Planning Act based on the comparative study to the planning at home and abroad in terms of its composition. The contents of public involvement should be included. Besides, the suggestions for the procedure legislation of administration and the legal responsibility of the related administration entities are raised.
