摘 要: 国有企业社会责任制度的建立与完善是国有企业改革中必不可少的组成部分。可以把企业社会责任从宏观、微观、企业内部组织三个层面分类。宏观意义上,国有企业是国有经济重要的组成部分,因此有其政治性和全局性,基本表现为社会稳定与进步、就业、经济责任中的宏观调控职能。微观意义上,国有企业作为共性的一般企业,经济责任的利润实现、法律责任的依法经营、环境保护、顾客至上质量第一、公益事业、商业道德都是必行的企业社会责任。就企业内部组织而言,员工是企业最大的财富也是最大的责任。 It is indispensable for the state-owned enterprises to establish and improve corporate social responsibility in the process of state-owned enterprises reform.The corporate social responsibility could be categorized into three different aspects:macrocosm,microcosm,and internal organization of the enterprises.In macrocosm,the state-owned enterprises are one of the major components in state property.Thus,they have the features which are political and overall importance,basically indicating social stability and progress,the macro-control of the employment and economy.In microcosm,as any other ordinary enterprises,the state-owned enterprises have the corporate social responsibilities such as achieving the profit in the aspect of economic responsibility;running business according to law,environment protection,customer priority service,quality priority,public welfare,business ethics in the aspect of law responsibility.As for the internal organization,employees are the most valuable for the state-owned enterprises.
