摘　　要： 频发的群体性事件已经成为政府治理的难题。在以往的治理模式中,存在着政府和民众双方对立的零和博弈思维,政府和民众各自存有一套相时而动的机会主义策略,其结果不仅做不到双赢,也不利于社会效益的最大化。只有通过思维的创新和谈判协商制度的构建,实现从零和博弈到正和博弈的转变,才能真正实现群体性事件的治道变革,从而促进社会的和谐。 Currently,the frequently happened mass events in China have become a tough problem for government regulation,because these events are a matter of social order.This paper argued that the current solutions for mass event have some problems.The government and the civilians hold opposite views towards the mass event.As they could not express themselves well and the mass events are in a relatively low effectiveness,the government and the civilian all wait for the counterpart to move first and then find the proper response.The reason why they keep doing this is that they all treat this event as a lose-win situation.Such a thought hinders achieving the win-win result,and go against the maximization of social benefit.If they could change their attitudes and the negotiation principles,they could get a better solution for mass event,from lose-win result to win-win result to promote and maintain a better social regulation.
