摘　　要： 学习和创新是构建学习型区域的两大核心要素。基于对国内外学习型区域理论的有关研究,提出了学习型区域的概念,分析了学习型区域的特点,构架了学习型区域的体系结构,论述了学习型区域构建过程中政府的地位和作用。 Both learning and innovation are the two core factors in the process of constructing the learning region.
