摘　　要： 城市经济是"双高"型经济,即地区生产总值中服务业的比重高以及在服务业中生产性服务的比重高,它往往在地理、经济、教育与行政中心的重叠区生长出来。作为宜居宜业中心区,惠城区有必要以行政区划调整为新起点,加快经济发展方式从基地经济向城市经济转变,打造惠州市城市经济示范区。 Urbanization economy is an economy of two-highness,that is highness of ratio of service to GDP and highness of ratio of producer service to service,and it always developed from overlay area of centres of geography,economy,education and administration.As a centre of livable and appropriate business in Huizhou,Huicheng should seize the opportunity of division adjustment to accelerate transformation of the mode of economic development from base economy to urbanization economy,and construct Huizhou＇s pilot area of urbanization economy.
