摘　　要： 科学发展观的基本属性是一个对科学发展观深入认识和研究的新视角。科学发展观的基本属性涵盖着其本质属性和非本质的主要属性。科学性是它的本质属性,包括把握规律性、坚持继承性、体现创新性、展示崇高性;非本质的基本属性是实用性和开放性。实用性包括存在现实性、充满实践性、发挥指导性、富于战略性、包含针对性、具备可操作性;开放性从不同角度分为时代性、世界性、借鉴性与接纳性、动态性。 The primary attribute of the scientific outlook on development is a new perspective of in-depth understanding of scientific development. Its basic attribute covers essential one and nonessential one. Its essential attribute is scientificity, which includes following the law of development, keeping to continuity, embodying creativity and showing loftiness ; nonessential attribute includes practicability and openness. Practicability includes actual reality, full of practicality, guidanee, reflecting strategy, having pertinence and aetionability. Openness can be divided into parts according to different point of views： contemporary spirit, universality, reference and admissibility, dynamics.
