摘　　要： 公共福利循证策略是近年来在西方公共福利研究中兴起的,将循证概念运用于公共福利服务领域,从而满足社会福利服务方面各种新的挑战和需求,加强回应公共福利使用者需求和提高效能的热门策略。循证取向的实务与政策在国际公共福利领域内迅速发展,对传统的福利观念的转变具有极大的促进作用,为福利服务实践和福利政策决策提供了科学的指导。循证策略也给中国的福利改革带来了启示,从实践上为我国社会福利改革提供了解决问题的工具。 Evidence Based Practice and Policy（EBPP）,which has emerged in recent years as one of the hottest topics in public welfare research and practice in western country,is the process by which policymaker and the main providers of social welfare services make decisions using the best available research evidence and their expertise.EBPP in the public welfare meets new and greater challenges in the planning and provision of social welfare services in order to satisfy new demands,increase responsiveness to users＇needs and enhance efficiency and productivity.EBPP is developing rapidly among international public welfare field.It has great advantage for the transition of traditional welfare concept and provides scientific guidance for formulating and carrying out government policies on social welfare.This has brought the rich enlightenment to the social welfare reform in China.
