摘　　要： 以海南省保亭县山洪灾害监测预警系统为例,初步介绍了山洪灾害监测预警系统的总体框架、监测预警平台、预警信息发布服务等功能模块的设计要求。保亭县布置11个自动监测站,基本覆盖全县范围,实时监测小流域雨量、水位。在2010年10月份,海南省两次强降雨中,保亭县山洪灾害监测预警系统发挥作用较为显著,最大限度减少人员伤亡和财产损失。 This paper introduces preliminarily design requirments for the general framework of supervsing and warning system of mountain torrent disaster,early supervising platform,early warning information release platform,taking the country of Baoting in Hainan Province as an example.Baoting Country sets up 11 automatic supervising stations,covering the county-wide scope,to monitor small watershed rainfall and water level in real-time.In October 2010,twice heavy rainfall attacked Hainan province,but the mountain torrent disaster supervising and warning system of Baoting Country plays an important role to maximally reduce losses of people＇s life and property.
