摘　　要： 专利是企业的重要战略性资源,专利运营绩效反映了企业对核心知识产权的管理能力。基于专利价值的模糊性和不确定性,将AHP和FUZZY方法与平衡记分卡相结合,构建出一套专利运营绩效综合评价系统,并利用模拟举例展示了该评价系统的具体操作流程。 Patent is one of the most important strategy resource in a firm, whose operation performance reflects the corporate management on core intellectual property. To cope with the ambiguity and uncertainty of patent value and by using methods of AHP （Analytic Hierarchy Process） , Fuzzy as well as BSC （Balanced Score Cards）, this paper formulates an evaluate index system as well as an integrated evaluation method for patent operating performance measurement and presents a case which elaborates the overall process of evaluate system.
